Frank passed away at the Highlands Pines Nursing Home in Clearwater. Among his survivors are his wife, Eleanor Gaines Payne; one daughter, E. Ruth Jacobs from Barberton, Ohio; a step-son, Jim Payne from Medina, Ohio, a step-daughter, Mary Gregory from Medina, Ohio; a foster-son, Ralph Payne from Ohio; one brother, Lindsey Payne from Leesburg; two sisters, Naomi Hambrick from Prescott Valley, Arizona, Ruth Blair from Tennessee; six grandchildren; ten great-grandchildren and one great-great grandchild.
